Well I thought it was a tamper because its written on the side of the hood.
 
Actually, it doesn't pick up old tie plates, this is a "scrap reclaimer" that picks up old spikes and anchors. On our tie and rail gangs, this machine is usually behind the spike pullers. The new plate pluckers generally found on the rail gangs usually have 1 side of the machine that rides on the rail, and the other side on a track over the old plates before picking them up.
