Does it really need a DPU?

I'm not sure what the heck is going on here!I don't think it's because of a lack of space- there is a storage track for full-size coal trains just north of this siding, tracks at the power plant, and two 135-car loops near the power plant. I haven't seen this siding being used since 2003.
Maybe the people running the operation either know something that's not obvious, or they don't know what they're doing.
 
There may have been a lack of FOTs wherever the mini coal train originated...so a Dupe was used instead which is overkill but will serve as FRA required rear-end protection in a pinch.
 
This was what was used for training crews that weren't qualified to run DPU and for refamiliarization of the rest of us. The EMD's and GE's have different DPU systems so thats why there is one of each. The cars are so we can do a valid break test. It's all part of the plan even though I wonder if we know what were doing sometimes too.
