I believe this might be a Phase 1 F-3. The Erie Railroad received F-3's during July 1947. I recall some weird renumbering scheme when the Erie and DL&W merged, so I'm assuming this is part of Erie's F-3 order. It's possible that #8051 was once Erie #805A. and if my assumption is correct, this locomotive was built in July 1947 on EMD Order E370 as a group of F-3A's numbered Erie 800A,D-806A,D (c/n 4086-4099).
This photo illustrates an anomaly in the F-3 Phase 1 production, or so I assume. I always believed that the Phase 1 production was identified by the small numberboards and three portholes. This shows the small numberboards but only two portholes. Two possible explanations: either this was a running production change in the F-3 development, or this was a railroad (overhaul/rebuild) modification. I have another photo of an F-3 Phase 1 anomaly, NP #6000D, showing large numberboards and three portholes.
