Why is using 2 locomotives when 1 will do the job?

UP is using GP38-2 #799 (ex MP #2299) and GP40-2 #1499 (ex-SP #7121) to switch a local refinery; a pair of leased GP-8-2s have also been used.

Here is some information: Distance from the Hollywood yard is less than a mile; the switch to the refinery is within yard limits.

Number of cars handled is less than 50

Grade isn't a factor

Switching usually completed in 2-3 hours
 
Another question
Which down-graded road unit is better for switching: a turbocharged unit like the SD40-2 or a non-turbocharged unit like the GP38-2?
