Antique railroad tag what is it?

I found this tag metal detecting in Minnesota. After a little research I believe it to be from the St, Paul & Pacific Railroad circa 1857-1879. I am wondering if anyone can tell me what kind of tag it is (what would it have been used for)? Any idea what it might be worth$ ?
