What does this lettering mean?

I was up in Vermont at the Waterbury Train Station last weekend and noticed lettering on metal plates on the ties. Not sure what it all means. any ideas?

Just a guess.

C. V. RY could have been "Connecticut Valley Railway", but I have no idea if that railroad went that far North into Vermont. 1942 is very likely the year of manufacture. The C. Y. I have no thoughts for. Also, with the war breaking out and metal becoming scarce, these plates could have been obtained from the Connecticut Valley RR when repairs were needed in Vermont during the war.

I'm thinking C. Y. 1942 is the manufacturer's initials and year of manufacture.

C. V. RY is probably Central Vermont Railway.

I don’t think this info has been put on those plates in many decades.
