Untypical Morning Commute

Thousands of people cross these tracks on their commute to the Hanford Nuclear Reservation with merely a notion of their use, however this morning the Tri-City (& Olympia) railroad will disrupt the typical daily commute..
Have those vehicles intentionally stopped across the road so that they block traffic on both sides of the crossing? Is this how they do things on a nuclear reservation? Just curious.
 
None of the vehicles in the photo have stopped, the engine is about 1/4 mile away. The TCRY did use flaggers (out of frame) to stop traffic at all the crossings due to the infrequent use of the tracks on the reservation.
Yes the crossing gate is missing an arm, they did not activate, and have been exempted from DOT regulations.
