This is BNSF's Warm Springs Local. BNSF has trackage rights on the UP from Richmond all the way down to Warm Springs, where there is a UP yard. They have several customers in that area, but the main source of business is the NUMMI auto plant in Fremont. Both UP and BNSF have contracts with that plant. I don't know the history behind BNSF trackage rights down to Warm Springs, but suffice it to say that they run a couple of (usually short) locals down there and back each day.

BNSF also has trackage rights on the UP from Port Chicago (near Antioch). Oftentimes they will run their stack trains bound for the port of Oakland on UP's line from there.
