Milwaukee F9? And a strange B-unit

These were shot in the dead line at Milwaukee Road's Bensenville Yard, May of 1983. I never noticed until I scanned this picture, that the "B-unit" is way different than any other I'd seen. It has no fuel tank and four portals for sand. If anyone can identify these, plese comment. I'm not even sure if the A-unit id an F9...
The B unit is a slug, it has no prime mover, just traction motors and added ballast. The slug recieved 'juice' from adjoining conventional units. I think that the F unit is an F7. Sets like these were used out here in Washington State on Tacoma Hill - a very steep grade exceeding 4% in places. I believe that similar slug sets were used elsewhere on the Milwaukee.
 
I thought it might be a slug, but I thought the fuel tank would be present (and filled with ballast.). Thanks Jon. I have more photos of the nose of this unit. I'll try to find it. I believe that the road number is in the shot.

I've seen one just like this seen here years ago when I was a kid growing up. Central foundry used one as a switcher in Bedford,IN. Great shot!!
