Yes, it is in eastern Washington. Providence Hill is railroad west of Lind, WA on BNSF's ex Northern Pacific line from Spokane to Pasco. After cresting the top of the grade, the line follows a series of coulees down into Connell, WA and from there to Pasco the grade flattens out for the rest of the trip to Pasco.
