The Empire Builder is detouring around Bridge 4 in 1948 while repairs are made on the concrete counterbalance. Today, the Ballard Terminal Railroad operates on these tracks which are a remnant of Great Northern's original 1893 line into Seattle.
Rare and interesting shot for several reasons: the detour + the Builder was not powered by E-7's for very long.
